[LA-SiGMA-funded] Updated poster template

Everyone I was just looking at the poster template that Ramu sent out and  the 
size is 4'w  x 3'h.

In the past,  the poster display boards at Claiborne have seemed to be a bit 
narrow.

Can someone confirm that 4'w  will fit  properly on the display boards we'll 
be using..
