[LA-SiGMA-gpu] issue tracker

Hi,

there is an issue tracker for the la-sigma project:

  https://svn.cct.lsu.edu/trac/lasigma

The VMC project will start to use this in the future, but I really think
all projects can benefit from this. Let me know if you need some changes
to the general trac configuration.
